CONCEPT: NATO (the North Atlantic Treaty Organization) is a politico-military alliance established in 1949 under the North Atlantic Treaty. Like most international organisations, it maintains a permanent civilian secretariat and a governing council seated at one designated headquarters city, separate from any military command centres the same organisation may also operate elsewhere.

APPLICATION: NATO's headquarters -- housing the North Atlantic Council and the International Staff -- is located in Brussels, Belgium. The alliance's headquarters has moved twice since NATO's founding in 1949: it was first located in London from 1949 to 1952, then relocated to Paris in 1952.
