India’s first Defence University is in the State of

Concept

A defence university is a degree-granting institution of higher education created by the state for teaching and research in national security, strategic studies and defence management. It is different in kind from a service training academy, which prepares officers for a career, and from a technical institute attached to a single service.

For a national institution of this kind, the question "where is it" is settled by the government's own record of the decision: the Union Cabinet approval that sanctions the institution and the land acquired for its campus fix the location. So the way to answer such an item is to trace the founding decision, not to reason from where military establishments happen to be concentrated.

Application

1. The Kargil Review Committee (1999) and the Group of Ministers report that followed it (2001) recommended that India set up a national defence university to build strategic and security expertise across the services and the civil administration.

2. Acting on that recommendation, the Union Cabinet on 13 May 2010 gave in-principle approval to establish the Indian National Defence University (INDU) as a fully autonomous institution to be constituted under an Act of Parliament.

3. In the same decision the Cabinet approved the acquisition of about 200 acres of land at Binola, in Gurgaon (now Gurugram) district, as the site of the campus.

4. Binola and Gurgaon district lie in Haryana, and the foundation stone was laid at that site on 23 May 2013. The state named in the founding decision is therefore Haryana.

• Do not confuse INDU with the service institutions that already existed: the National Defence Academy at Khadakwasla and the Defence Institute of Advanced Technology at Pune are in Maharashtra, and the National Defence College is in Delhi. None of those places is among the states offered here, and none of them was created as a defence university.

• Note the later development so the phrase is not misread today: the Rashtriya Raksha University at Lavad near Gandhinagar was given the status of an institution of national importance by an Act in 2020 and is now often described as India's first national defence and police university. That institution is in Gujarat, which is not one of the states offered, and this item refers to the earlier INDU decision of 2010.
